Framework & Instruments PAULa – Agri-environmental Programme (2007-2013) Comprehensive Advisory Systems ... provided by independent contractors at regional level ... expertise in general ecology and regional nature protection matters ecological consultancy ... advisory service provided by the State ... specialised expertise according to individual responsibilities agricultural consultancy 1) Nature Conservation Schemes arable land grassland orchards vineyards 2) Whole-farm Schemes organic farming 3) plot /crop-related measures cover crops, buffer strips, crop rotation etc. PAULa-Vertragsnaturschutzprogramme Das MUFV bringt die 4 Vertragsnaturschutzprogramme Acker, Grünland, Streuobst und Weinberg in PAULa ein. Vertragsnaturschutz hat noch keine allzu lange Geschichte. Das Umwelt- und Naturschutzrecht ist in den Ursprüngen mit der Ausweisung von Schutzgebieten und Festlegung von Ver- und Geboten sehr stark ordnungsrechtlich geprägt. Erste Ansätze für einen weniger hoheitlich ausgerichteten Naturschutz gab es in den 80iger Jahren. So wurden 1986 erstmals die sog. Biotopsicherungsmaßnahmen (BSP) angeboten. Zur Sicherung extensiver Grünlandflächen, alter und wertvoller Streuobstbestände und von bedrohten Ackerwildkräutern, wurde mit Flächennutzern eine ökologisch ausgerichtete Bewirtschaftung vertraglich vereinbart. Für die Bewirtschaftungserschwernisse und die Ertragsausfälle gab es eine staatliche Förderung aus Landesmitteln. Im Zuge der EU-Agrarreform im Jahre 1992 wurden die BSP erweitert und in das damals neue Förderprogramm Umweltschonende Landbewirtschaftung (FUL) aufgenommen. Die jüngste Agrarreform war Anlass, die Vertragsnaturschutzprogramme zu modernisieren und an die aktuellen Anforderungen anzupassen. So wurden insbesondere die Anforderungen, die sich aus Natura 2000 ergeben ermittelt und bei der Programmgestaltung berücksichtigt. Die Programme wurden flexibilisiert, ergänzt, modular aufgebaut und den Betriebsabläufen in der Landwirtschaft besser angepasst. Aus FUL wurde PAULa.
