Grade 4: vorbildlich (= the highest grade)
Quality Scale: Grade 4: vorbildlich (= the highest grade) Grade 3: eher stark als schwach (= high grade) Grade 2: eher schwach als stark (= low grade) Grade 1: erheblich entwicklungsbedürftig (= the lowest grade) 4 vorbildlich: Die Schule erfüllt alle oder nahezu alle Kriterien dieses Qualitätsaspekts optimal oder gut. 3 angemessen: Die Schule weist bei diesem Qualitätsaspekt mehr Stärken als Schwächen auf. Die Schule kann die Qualität einiger Kriterien noch weiter verbessern; die wichtigsten Kriterien werden erfüllt. (mit diesem Ergebnis kann man wirklich zufrieden sein!) 2 teilweise nicht mehr angemessen: Die Schule weist bei diesem Qualitätsaspekt mehr Schwächen als Stärken auf; die wesentlichen Kriterien sind noch verbesserungsfähig. 1 erheblich entwicklungsbedürftig: Bei allen Kriterien des Qualitätsaspekts sind Verbesserungen erforderlich.

CIP Continuous Improvement Process for Schools
Where does the school want to get? (Setting targets) What is the school‘s present situation? (Analyzing the situation) How does the school want to proceed? (Planning the development) CIP The school acts efficiently in order to achieve its goals. (Fulfilling the vision)

From the Quality Inspection Act NRW:
„In case of substantial deficiencies the team of inspectors decide that a re-inspection has to be carried out. This decision is part of the Final Report.“ 8

Ex. 1: 4 or more low-grade aspects in QB „Teaching and Learning“

Experiences concerning Re-Inspections
Period from 2006 to 2011 in BR AR: 500 Inspections completed 20 Re-Inspections (mainly in 2009 – 2011) 5 Re-Inspections with positive results 1 School closed down 14 Schools still in process of improvement

Organisation of Re-Inspection
Takes place about one year after first inspection Is carried out by the same team of inspectors Lasts for two days Bases upon set of documents that reveal the course and results of the improvement process Ends up in a report with new results

Special support for schools with re-inspections:
Inspector informs Board of Education immediately Teachers and headteacher(s) define targets within the school Agreement between school and Board of Education on improvement process Immediate / short-term professional assistance Intense and close attendance throughout one year of work 13
