Der moderne Staat ist ein Überwachungsstaat. Giddens steht in der Tradition kritischer Sozialtheoretiker wie Karl Marx, Emile Dürckheim und Marx Weber, aber auch in intellektueller Nachbarschaft mit postmodernen Autoren wie Michel Foucault, der Jeremy Benthams Metapher des Panoptikums als eines (informationellen) Überwachungssystems übernimmt.

Giddens hebt aber auch die Chancen der Informationsgesellschaft hervor: Sie muß nicht nur dazu dienen, die Kontrollmöglichkeiten staatlichen Managements zu stärken, sondern sie kann auch die Wahlmöglichkeiten der Bürger mehren (A.
