Arbeitskreis „Eisenbahn und Umwelt“ Urban Rail Platform Interoperabilitätsrichtlinie der Europäischen Kommission (EC) Technische Harmonisierung der einzelstaatlichen Eisenbahnsysteme, ausgenommen der Bereich „Urban Rail“ (U-Bahn, Straßenbahn und Light Rail-Systeme) unter Art.1(3) Europäische Normungsorganisationen CEN, CENELEC, ETSI haben von der EK das Mandat (M/486 EN) erhalten, den Bereich „Urban Rail“ auf Normenebene (!) zu vereinheitlichen. Execution of the mandate M/486 EN In der ersten Phase rief, CEN-CENELEC und ETSI im Dezember 2010, vor dem offiziellen Beginn des Mandates, eine Expertengruppe mit dem Namen “Urban Rail Survey Group” (URSG) in Kooperation mit der Urban Rail Platform (URP) und dem Joint Programming Committee for Railways (JPC-R) ins Leben.

2008/57/EC Art.1 Purpose and Scope 3. Member States may exclude from the measures they adopt in implementation of this Directive: (a) metros, trams and other light rail systems; (b) networks that are functionally separate from the rest of the railway system and intended only for the operation of local, urban or suburban passenger services, as well as railway undertakings operating solely on these networks; (c) privately owned railway infrastructure and vehicles exclusively used on such infrastructure that exist solely for use by the owner for its own freight operations; (d) infrastructure and vehicles reserved for a strictly local, historical or touristic use.

Arbeitskreis „Eisenbahn und Umwelt“ ERA Interim Report The Commission asked the Member States, when they transpose that directive, to clearly define to which rail systems a given line belongs on a section per section basis; this would clearly define the borderline for the application of the Interoperability Directive, in addition to the present declared TEN rail system. Such indication could be done by the Member States on a map or any other tool when notifying their national measures.
