(Evolution) (2) Capacity Development in der internationalen Zusammenarbeit Alle Entwicklungsstufen entwickeln sich auf der Grundlage des Informationstausches. Die Entwicklungsstufen sind umkehrbar. Es ist nicht zwingend, die nächst höhere Stufe zu erklimmen. Kooperationssysteme nutzen in der Regel verschiedene Stufen gleichzeitig. Ein Kooperationssystem kann sich also gleichzeitig auf mehreren Entwicklungsstufen aufhalten. Bei zunehmender Intensität der Kooperation steigt auch die Notwendigkeit zur Verhandlung von verbindlichen Regeln und Koordinationsmechanismen. Jede Entwicklungsstufe erfordert unterschiedliche Bindungen und Verbindlichkeiten. Der Schritt zu einer nächsten Entwicklungsstufe ist das Ergebnis der Verhandlungen unter den beteiligten Akteuren. Es gibt keine Vereinbarungen und Verträge, die nicht verändert oder gebrochen werden können. Es gibt keine generellen Regeln über die Zahl der Beteiligten und die Form der Koordinationsmechanismen.

Pestalozzi 7/2012 International Development Cooperation Erfolgsfaktoren für Kooperationssysteme / Netzwerke (1) Gemeinsam festgelegter Zweck als Grundbedingung für die Erzeugung von Zugehörigeit (Inklusion), z.B. aufgrund einer thematischen Karte der Interessen der einzelnen Akteure. (2) Inwertsetzung der Unterschiedlichkeit der Akteure (Diversität) und ihrer gegenseitigen Ergänzung (Komplementartät). (3) Ständige Förderung des gegenseitigen Vetrauens unter den Mitgliedern durch informelle Begegungen im Sinne der stukturierten Informalität und um die Transaktionskosten tief zu halten. (4) Ausgehandelte Vereinbarungen über minimale Vorausetzungen für eine abgestufte Mitgliedschaft (= erste Abgrenzung), über die thematischen Schwerpunkte (= zweite Abgrenzung) und über den Informationsaustausch und die Kommunkationskanäle (= dritte Abgrenzung). (5) Vereinbarungen über die Regeln und die Beteiligung bei der Entscheidungsfindung: Vorschlagsrecht, horizontale Information und Konsultation, Festlegen der Entscheidungsinhalte und der Stimmanteile. (6) Erstellen eines einfachen, klaren, nicht zu langfristigen Arbeitsplans, der realistisch auf die möglichen Beiträge und die Leistungsfähigkeite der Akteure abgestimmt ist. (7) Vereinbarung über die Koordinationsstelle und ihre Aufgaben unter Wahrung des Gleichgewichtes zwischen Zentrum und Peripherie; Festlegung der Kontrolle der Koordinationsstelle. (8) Stärkung der Erfüllung von Einzelaufgaben durch ihre Anpassung an die Leistungsfähigkeit und die Identifikation der Akteure mit dem Netzwerk. (9) Regelung der transparenten Verteilung von Kosten und Nutzen im Netzwerk. (10) Vereinbarung über die Nutzniessung der Ergebnisse und Produkte, die aus dem Netzwerk hervorgehen.
