We cities have to fulfill the requirements of the Service Directive. To modernise the municipal authorities it is usefull to change more than the minimum requriement of the Service Directive. We cities understand the service Directive to modernise our authorities in the sense of the Digital Charter.

There are also direct relationships, for instance the administrative decision Only a few municipalites have Front Offices. Why?

9 Eigenbetrieb IT- Dienstleistungen Dresden Eigenbetrieb IT- und Organisationsdienstleistungen Dresden Service Directive – new paradigm Eurocities appreciate the pradigm shift to ease the usage of authority services for the business/citizen: –Minimize the transaction costs for the business/citizen –Establishing PSCs for certain requests The cities should know about the need to analyse the administrative procedures behind the requests to find out which authorities have to cooperate in a specific situation. The cities have to know about the legal regulation for their member states (for instance the Saxony PSC act)
