Open Access Network Austria (OANA) … is a voluntary bottom up initiative with 57 member organisations coordinated by the Austrian Science Fund (FWF) Aims Coordination of and recommendations for the Austrian OA activities Positioning towards information providers Contact and source of information for researchers, research institutions and politics Coordination and monitoring of implementation of OA OANA ist ein Bottom-up Netzwerk, dass den Umstieg auf freizugängliche Wissenschaftspublikationen, also Open Access, betreibt.

OANA‘s Bottom up Network in AUT Das Fundament bildet ein enges Netzwerk von Unis, außerv. Forschungsinstitutionen, Förderorganisationen, Bibliotheksverbünden und dem Ministerium. 3

100% Open Access Publishing The Aim 100% Open Access Publishing in Austria by 2025

Timeline to 100% Open Access in Austria 16 konkrete Vorschläge. Vieles befindet sich schon in Umsetzung, muss allerdings qualitativ und quantitativ intensiviert werden. 3 der wichtigsten Empfehlung sind: Source: Bauer et al 2015

Introduce an Open Access policy Achieved so far 15 institutions in Austria have an OA policy and signed the Berlin Declaration qualitative and quantitative studies show: FWF has one of the most effective OA policies of a funder worldwide  with a compliance rate of 83% Austrian Court of Audit has recently claimed OA for all publically funded research

Reorganise publishing contracts Achievements Austrian Academic Library Consortium (KEMÖ) and FWF have been negotiating one of the first OA deals worldwide with publishers as IoP, Taylor & Francis, Springer and Sage … Wiley-Blackwell soon? Die Literaturanschaffungen der Forschungsstätten basieren zu einem Großteil auf Verträgen mit großen kommerziellen Verlagen. Die meisten Wissenschaftsverlage könnten heute faktisch auf Knopfdruck alle Publikationen zumindest letzten 20 Jahre OA machen. Dafür müssen allerdings die Geschäfts- und Vertragsbedingungen geändert werden.

Funding alternative OA infrastructure Achievements SCOAP³ consortium of 7 institutions  ~ 27.000 p.a. FWF  ~ € 50.000 p.a. University of Vienna / FWF  $ 6.000 p.a. consortium of 16 institutions  € 34.500 p.a. Neben Vereinbarungen mit den Großverlagen ist aber essentiell, alternative Modelle und kleinere Anbieter zu unterstützen. Aus diesem Grund beteiligen sich viele österr. Institutionen an internationalen Infrastrukturmodellen. consortium of 4 institutions  € 30.000 p.a. Academy of Fine Arts / FWF  € 17.500 p.a.

Market Concentration If the market trend of the last years continues, then in the next ten years two or three commercial giants will exploit not only publications but the entire academic workflow.

Not asking for communism … … but for fair competition and optimal use of taxpayers' money !

Das hat u.a. in einer Initiative der MPG gemündet, ein gemeinsamen Koalition, die Verlagsverträge für Zeitschriften bis 2020 auf OA umzustellen Bisher von IST Austria und vom FWF unterschrieben, wir hoffen, dass weitere hinzukommen werden.

Amsterdam Call for Action on Open Science Weiterreichende Initiative zu Open Science der Niederlande. Wir hoffen auf eine Unterstützung der österr. Bundesregierung.

Focusing by Prioritising Open Access is not a sufficient but a necessary precondition for achieving further reaching goals in the long run. Da Publikationen die zentrale Währung der Wissenschaften sind, ist OA essentiell um weiterreichende Initiativen zu erreichen
