AMT DER SALZBURGER LANDESREGIERUNG ABTEILUNG 15: WIRTSCHAFT, TOURISMUS, ENERGIE 15/01 REGIONALENTWICKLUNG UND EU-REGIONALPOLITIK Steering Committee (SC)  initiates search for projects  decides on each project application on basis of project evaluation  co-ordinates with other Community programmes and policies  establishes transnational working groups  supervises Managing Authority  approves the rules of procedure and the yearly working plan of JTS  responsible for implementation of the Technical Assistance budget Members: 2 representatives of each partner state, representatives of JTS and MA

AMT DER SALZBURGER LANDESREGIERUNG ABTEILUNG 15: WIRTSCHAFT, TOURISMUS, ENERGIE 15/01 REGIONALENTWICKLUNG UND EU-REGIONALPOLITIK Managing Authority (MA)  responsible for implementation of the programme  adjusts and implements the programming complement  draws up and submittes to the EC the annual implementation report  carries out the mid-term evaluation  safeguards the correct financial unwinding  sets up a monitoring system  ensures compliance with Community policies  fulfils the obligation to care for information and publicity  signs contract with JTS  signs contracts with LP about ERDF-funds

AMT DER SALZBURGER LANDESREGIERUNG ABTEILUNG 15: WIRTSCHAFT, TOURISMUS, ENERGIE 15/01 REGIONALENTWICKLUNG UND EU-REGIONALPOLITIK Paying Authority (PA)  draws up and submits payment applications to EC  receives payments from the Commission  carries out financial monitoring on programme level  books incomming and outgoing amounts  pays out ERDF-Funds to the final beneficiaries

AMT DER SALZBURGER LANDESREGIERUNG ABTEILUNG 15: WIRTSCHAFT, TOURISMUS, ENERGIE 15/01 REGIONALENTWICKLUNG UND EU-REGIONALPOLITIK Joint Technical Secretariat (JTS)  administrative support of MA  secretariat to the MC and SC  manages the project application process  project evaluation  project monitoring  deals with information and publicity on programme and projects  networking with the NCP  co-operates with other Interreg IIIB-programmes, relevant institutions

AMT DER SALZBURGER LANDESREGIERUNG ABTEILUNG 15: WIRTSCHAFT, TOURISMUS, ENERGIE 15/01 REGIONALENTWICKLUNG UND EU-REGIONALPOLITIK Project approval 2: Basics  Comment of the NCP to:  economic and organizational capacity of project partners  amount and appropriateness of the costs and the ratio between own funds and public assistance  secured financing  coherence with national policies  Evaluation by JTS regarding:  completeness of evaluation by NCP  compliance with the objectives of the programme and the contents of the programme complement  compliance with the council regulations of structural funds  compliance with other Community policies (competitive right,...)

AMT DER SALZBURGER LANDESREGIERUNG ABTEILUNG 15: WIRTSCHAFT, TOURISMUS, ENERGIE 15/01 REGIONALENTWICKLUNG UND EU-REGIONALPOLITIK Project approval 3: Selection criteria  provide a transnational project partnership (at least 2 partners from different states participating)  have a Lead-partner, who is responsible for project management  comply with european and national spatial developement policy issues (ESDP etc.)  concentrate on transnational problems calling for transnational solutions  have quantified outputs and/or attainable targets  be completed within the programme period (before september 2008)  provide equal opportunities for men and women
