Gefördert durch das Bundesministerium für Arbeit und Soziales und den Europäischen Sozialfonds Background During the period 2000 – 2006, the European Social Fund (ESF) spent 8 billion € on the support of the development of entrepreneurial skills, business start ups, the establishment of business networks and so on… And ….. The budget for supporting entrepreneurship is raised up in the new ESF period for 2007 – What will happen to all the tools of good practice produced by EQUAL and the other Community Initiatives? Will the tools simply remain isolated cases of good practice – or will there be a serious attempt to integrate them into employment and entrepreneurship policies across Europe and the Memberstates? Therefore we are coming to the following questions:

Participants were not only professionals of the national managing authorities but also politicians and other key players. This questions arised at a conference of the national managing authorities of EQUAL last March in Amsterdam. They decided, that they do not want to exchange good practices (whatever it means) for the x-time or to collect only the projects….

Development of a European tool, which allows Member States and regions to check the strength and weaknesses of their existing policies for entrepreneurship in terms of the needs of the disadvantaged groups in the labour market.

Therefore more than 100 projects were collected. Definition of „core categories“ and „sub categories“ including examples of the EQUAL- projects. Development of indicators and development of a score for all the categories. Realisation in practice of this „European tool“.
