Diese Gesetze oder Rahmengesetze werden nach Anhörung des Ausschusses der Regionen sowie des Wirtschafts- und Sozialausschusses erlassen. Diese Gesetze oder Rahmengesetze berühren unbeschadet des Artikels III-130 Absatz 2 Buchstabe c nicht das Recht eines Mitgliedstaats, die Bedingungen für die Nutzung seiner Energieressourcen, seine Wahl zwischen verschiedenen Energiequellen und die allgemeine Struktur seiner Energieversorgung zu bestimmen.
