Contrast to France or the US The Bundestag, the lower house of parliament, elects the chancellor. Result: “Gridlock” is rare; chancellor almost always commands a majority for legislation.

Exception: 5%-hurdle Apparently, the German constitution favors a multi- party system Absolute majorities are rare Chancellors usually only govern through contractual coalitions of two or more parties. Result: legislative majorities are rarely ad hoc.
