Use of smartvote In the course of the 2011 elections of the Swiss national parliament Swiss voters had - after 2003 and 2007 - for the third time the possibility to seek voting advice on a VAA . The providers estimate that about 437’000 voters took this exercise seriously. This amounts to about 8.5 per cent of the electorate and a bit more than 17.6 per cent of the citizens taking part in the elections. The corresponding figures for the previous elections are 91‘815 or 4.2 per cent of the voters in 2003 and 350‘000 or 14.7 per cent of the voters in 2007

Pre-Voting Sphere: Die Diskussionen in der Wissenschaft, in den Medien und in der Öffentlichkeit konzentrieren sich vor allem auf diesen Bereich bzw. auf das E-Voting. Wir sind der Meinung - und das möchten wir heute versuchen darzulegen - dass diese Sichtweise zu kurz greift. Etwas überspitzt formuliert, würden wir als formulieren, dass das E-Voting nicht als „Krönung“ einer ausgebauten E-Democracy, sondern vielmehr als Katalysator auf dem Weg zu einer solchen zu betrachten ist. Das E-Voting kann auch als vorwiegend administrativer Akt betrachtet werden. Dass soll nicht heissen, dass z.B. Sicherheitsanforderungen oder die Wahrung des Stimmgeheimnisses nicht wichtig sind, doch diese Herausforderungen können bewältigt werden. Darauf werden wir im Block 2 eingehen. Aus unserer Sicht sind die Phasen vor und nach der Wahl wesentlich interessanter. Doch Fragen wie Instrumente der E-Democracy die Meinungsbildung vor den Wahlen beeinflussen könnten, wird heute kaum gestellt. Dieser Frage möchten wir im Block 3 nachgehen. Ebenfalls kaum thematisiert werden die Möglichkeiten die die neuen Informations- und Kommunikationstechnologien bei der Kontrolle nach der Wahl ermöglichen. Conclusions The more demanding an electoral (political) system is, the more helpful are such e-tools. If e-tools matter, they are also used. E-tools have to be simple and user-friendly.
