Aber auch: steiles Wachstum im Exportsektor (20-25%) und in den wettbewerbsfaehigen Sektoren wie Automobilindustrie, Elektroindustrie, Agroprocessing und Chemischer Industrie Handelsliberalisierung unter AFTA und WTO mit zu erwartendem hohen Konkurrenzdruck durch die Nachbarlaender und grossem Anpassungsdruck an internationale Maerkte (Standards, Zertifizierungen) Bevorstehender Strukturwandel vom Billiglohnland zum “Newly Industrialized Country” Regierung macht Wettbewerbsfaehigkeit und KMU Foerderung zur Prioritaet………KMU Foerderung ist aber auch Kernaktivitaet politischen Lobbyings (Village Enterprises Programme)

6 PACA in Thailand- Wieso? 1.Staatliche KMU Foerderungsprogramme basieren auf Konzpeten traditioneller ‘Industrial Policy” und haben wenig Ansaetze von internationaler ‘best practice” 2.Zentralisierte Verwaltungstrukturen- und prozesse arbeiten an zum Teil lokalen Potentialen und Beduerfnissen vorbei 3.Faehigkeiten der lokalen Akteure zur Formulierung konstruktiver Politikempfehlungen nicht ausgepraegt (Shopping lists) 4. Fokus der KMU Foerderung zu eng und zu stark auf einzelne Unternehmen gerichtet– Bedarf an Perspektive bezgl. Wertschoepfungsketten, Cluster, internationale Wettberbsfaehigkeit 5. CEO –Governors – Pilotprojekt zur Dezentralisierung des Thai Gov’t 6. Direkter Projektrahmen: Staerkung der lokalen Netzwerke im Policy Dialog und bei der Formulierung von Politikempfehlungen 7. 11 Ups and Downs of PACA Preparation in Thailand Teams formieren sich in manchen Regionen nicht selbststaendig, Aktionismus des ‘local Champion’ schwankend Konflikte zwischen PACA Facilitators mit und ohne Honorar koennen auftreten Verstaendnisschwierigkeiten  Eigendynamik der lokalen Teams, hohes Interesse der lokalen Akteure und Gov’ts Gute und realistische Aktionsplaene Verbindung mit anderen ‘lokalpolitischen’ Themen forciert Prozesse Permanente Prozessbegleitung –und Steuerung am Anfang wichtig!
