Nicht-rationale Modelle: z.B. Charles Lindblom, The Science of Muddling Through, Public Administration Review, 1959 Rationale Modelle sind unrealistisch! Auf komplexe Probleme können rationale Modelle einfach nicht angewandt werden. Nur Theoretikerinnen können mit rationalen Modellen arbeiten, nicht aber Praktikerinnen!
