Charles Lindblom, „The Science of Muddling Through“, Public Administration Review, 1959 Rationale Modelle sind unrealistisch! Auf komplexe Probleme können rationale Modelle einfach nicht angewandt werden. Nur TheoretikerInnen können mit rationalen Modellen arbeiten, nicht aber PraktikerInnen! „Learning“ instead of „knowing“ (Donald Schön, The Reflective Practitioner (New York, Basic Books, 1983); Donald Schön, Beyond the Stable State: Public and Private Learning in a Changing Society (Harmondsworth: Penguin Books, 1973)). Policy conflicts are about „meaning“ rather than „evidence“ (Dvora Yanow, How Does a Policy Mean? (Washington DC: Georgetown University Press, 1996))
