Reboundeffekte Direkt: ‘Energy efficiency improvements reduce the unit cost of an individual energy service, leading to a higher demand for that service. This reduces the energy savings achieved.’ Indirekt: ‘Energy efficiency improvements change the demand for other goods, services and factors of production, each of which require energy.’ Economy-wide: ‘Energy efficiency improvements lead to general equilibrium adjustments in production and consumption, improve multi-factor productivity and increase economic growth.’

Evidenz – indirekte und Makro-Reboundeffekte Geringe Anzahl von Studien, verschiedene Regionen, Typen von Energiediensten und Ausmass der Effizienzverbeserung Diverse Ergebnisse von embodied energy Studien (bis zu 170%) 8 CGE Studien. Alle >37% und vier >100% Barker et al.~26% fuer UK VW, koennte aber Unterschaetzung sein Resultate sensitiv auf Annahmen, z.B. Substitutionselastizitaet zwischen Energie und Nicht-Energie Inputs – Aenderung von 0.1 auf 0.7 erhoehte Reboundeffekt von 7% auf 60% Methodische Probleme Quelle: Sorrell, S. 2007

Schlussfolgerung - Reboundeffekt Reboundeffekte sind signifikant, aber sie machen Politik fuer Energieeffizienz nicht unwirksam. Fuer Konsumenten-Energiedienste in OECD Laendern sind direkte Reboundeffekte wahrscheinlich < 30%. Wenige quantitative Abschaetzungen des Makro-Rebounds, aber einige Studien deuten an, dass dieser manchmal > 50%. Die Evidenz fuer Bankfire ist derzeit unzureichend, aber man sollte weiterhin eine Auge auf diese Moeglichkeit haben. Quelle: Sorrell, S. 2007

Auswirkungen - Reboundeffekt Das Potential von Energieeffizienzpolitiken muss neu bewertet werden. Reboundeffekt muss im Design der Politiken beruecksichtigt werden. Energieeffizienzpolitiken muessen durch andere Massnahmen ergaenzt werden.

Faktor: Menschliches Handeln ‘Pull measures’ effektiver als ‘push measures’. Politiken die direkten Energieverbrauch adressieren effektiver als jene, die indirekten Energieverbrauch adressieren. Haushaltsenergie-Sparmassnahmen akzeptabler als Transport-Sparmassnahmen. Verwendung von Einnahmen fuer verwandte Umweltmassnahmen akzeptabler als Verwendung fuer allgemeine Zwecke. Kohlenstoffintensität This is how the agents interact agents are connected to each other in a social network. We have data on how many farmers each farmer talks to, and what type of farmers they are – i.e. organic or not. This can be used to inform our network construction. Future work will look at different social network structures and look at thing such as community structures, etc. Every timestep agents with higher intentions engage in discussions with other agents. This is modelled simply as a message being passed from the sender agent to the receiver agent.

Strukturelle Veraenderung Erhöhung der Ressourceneffizienz und Reduktion des materiellen Durchsatzes – wichtige Rolle für SD ABER: ohne Strukturelle Veraenderung sind Emissions- und Ressourcenverwendungsziele nicht erreichbar. Arbeitsproduktivitaet ↑  GDP muss steigen um Arbeitsplaetze zu erhalten. Wie sieht ökologische Makrooekonomie aus?
