2 Bisheriges System der Begutachtung und Bewertung:
Begutachtung durch gewählte Fachgutachter(innen) (gegliedert nach Fachausschüssen) unterstützt durch Sondergutachter(innen) Schlussbegutachtung: Fachausschussvorsitzender endgültige Entscheidung durch Hauptausschuss

3 Ziele des reformierten Systems der Begutachtung und Bewertung:
Zentrale Stellung der gewählten Gutachter (Fachkollegiaten) soll gestärkt werden Die Fachkollegiaten nehmen die Rolle der Fachausschussvorsitzenden wahr Qualitätssicherung und Vergleichbarkeit der Anträge soll erhöht werden Struktur der Fachkollegien soll zeitgemäßer gestaltet werden Erfahrungen der Fachkollegien soll in Strategieüberlegungen der DFG einmünden Zuständigkeit des Hauptausschusses soll auf den Senat der DFG übergehen Vorschlagsrecht für die Fachkollegien soll erweitert werden; Wahlrecht soll erweitert werden

4 Reformiertes System der Begutachtung und Bewertung:
Wissenschaftliche Bewertung aller Anträge auf Forschungsförderung soll in der Verantwortung der Fachkollegien liegen, unterstützt durch Gutachter(innen), Begutachtungsverfahren werden von der Geschäftsstelle vorbereitet und koordiniert, Fachkollegien geben sich eine Geschäftsordnung, die vom Senat genehmigt wird, Fachkollegien können das Bewertungsverfahren in bestimmten Grenzen modifizieren

5 Arbeitsweise: Amtszeit der Fachkollegien: 4 Jahre, Wiederwahl einmal möglich, Vorsitzender und stellvorsitzender Vorsitzender Wahrnehmung der Aufgaben: Sitzungen, schriftliches Verfahren, Mehrere Fachkollegien können gemeinsam tagen oder sich in Gruppen aufteilen (Wahl eines Sprechers), Sachverständige, die nicht Mitglied der Fachkollegien sind, können eingeladen werden Geschäftsstelle lädt zu den Sitzungen ein und schlägt die Tagesordnung vor (in Absprache mit dem Sprecher), Fachkollegien geben sich eine Geschäftsordnung, die vom Senat genehmigt wird, Beschlüsse sollten einvernehmlich sein (sonst Mehrheit).

6 Schriftliches Begutachtungsverfahren:
Geschäftsstelle prüft den Antrag unter formalen Aspekten, Geschäftsstelle wählt Gutachter (1 oder 2) aus: fachliche Eignung, Ausschluss von Befangenheit, Arbeitsbelastung Mitglieder der Fachkollegien haben die Möglichkeit, sich vertraulich über Anträge und Gutachter zu informieren, Gutachter erstellen Voten über Umfang der Förderung, Geschäftsstelle entwirft Entscheidungsvorschlag, Prüfung durch die Fachkollegien (oder einzelner Fachkollegiaten): fachliche Zuständigkeit, Beteiligung weiterer Fachkolegien angemessene Auswahl der Gutachter durch die Geschäftsstelle, Ausschluss von Befangenheiten, Qualität des Antrages und der Gutachten, Priorität der Förderungswürdigkeit, Angemessenheit des Entscheidungsvorschlages der Geschäftsstelle, Empfehlung des Fachkollegiums an das Entscheidungsgremium (Bewilligungsausschuss für die Allgemeine Forschungsförderung – BAAFF).

7 Entscheidungsverfahren ohne Diskussion im Fachkollegium:
Geschäftsstelle prüft den Antrag unter formalen Aspekten, Geschäftsstelle wählt Gutachter (1 oder 2) aus: fachliche Eignung, Ausschluss von Befangenheit, Arbeitsbelastung Eindeutige Entscheidung der Gutachter (“glatte Fälle”), Antrag wirft keine Grundsatzfragen auf, Geschäftsstelle entwirft Entscheidungsvorschlag, Prüfung durch einzelnen Fachkollegiaten, Empfehlung des Fachkollegiaten an das Entscheidungsgremium.

8 Weitere Entscheidungsverfahren
Entscheidungsverfahren 2: Hauptausschuss/BAAFF hat den Präsidenten ermächtigt, in bestimmten Fällen über eindeutige Anträge ohne Beteiligung des Entscheidungsgremiums zu entscheiden. Mündliches Verfahren (Bewertung von Anträgen durch Gutachtergruppen (ähnlich Entscheidungsverfahren 1)

9 Fachkollegien Geowissenschaften (Fachreferenten):
Geologie und Paläontologie (8; Brathauer, Dürr), Geophysik und Geodäsie (4; Brathauer, Lüniger), Geochemie, Mineralogie und Kristallographie (5; Faulhaber, Lüniger), Atmosphären- und Meeresforschung (8; Faulhaber, Kowol-Santen), Geographie (5; Karte), Wasserforschung (5; Weber),

10 Persönliche Erfahrungen bisher:
Wichtigstes Kriterium: Qualität des Antrags, zwei positive Gutachtervoten, Zahl der referierten wissenschaftlichen Beiträge in angesehenen internationalen Zeitschriften gewinnt zunehmend an Bedeutung, Relation Alter/Publikationszahl des Antragstellers muss stimmen (Ingenieurfächer haben hier größere Schwierigkeiten als andere Disziplinen), Problematik der 30%-Quote! Problematisch in der Geodäsie: ganze BAT IIa – Stellen, Generelles Problem der Geodäsie im Vergleich zu den anderen Fachkollegien: Identifikationsproblem als Geowissenschaft, Lange Promotionszeiten
