Typical activities are meetings and conferences as well as the exchange of information and material. Contacts on management level seem to be more common than meeting of staff. The exchange of beneficiariesis only rarely found in comparison Only few project networks are reported to be working on common products (development of training modules etc.).

Dez. 2004, Berlin Role of Experience The more matured project partnerships - indicated by the mentioning of pre-existing experience in co-operation - are several times reported to be more successful partnerships. They seem to have been successful in overcoming some problems - reported are cultural and language problems, but perhaps also some aspects of compatibility of partners are important here.

Dez. 2004, Berlin Innovation The transnational co-operation at its best did stimulate the projects to achieve innovative results. The kind of stimulation, however, is manifold: The partners were used as a tool and instrument, as a mirror, or source of innovative approaches and for re-thinking, to compare and measure the performance rate in the project's organisation (inner world) and in the outer world of the project.

Dez. 2004, Berlin Innovation The chances to make use of transnational co-operation for innovation are best when the projects are working in similar field and thematic focus points can be found on which to concentrate the transnational work.

Dez. 2004, Berlin Influence on Innovation The use of transnational co-operation for a project's innovation can perhaps best be described as offering the project a base for reflection. The transnational work is based on a more abstract level, it forces the national projects to present and generalise their outputs, which creates possibilities for innovation. It means checking one's own approach and quality with that of the partners, realising the weaknesses, but also the strengths of one's own work……

Dez. 2004, Berlin Innovation: The first model of transnational cooperation (getting to know each other) is most likely to support the transfer of process-oriented innovation between the project promoters. Both, the transfer of goal-oriented and of context-oriented innovation need more intensified forms of transnational cooperation as well as the involvement of additional actors active on regional or national level.

Dez. 2004, Berlin Innovation It is not yet clear if and how transnational co-operation can contribute to innovation and/or to the labour market effects of the local project. By learning from each other, an innovative impulse for further development could be transferred and implemented into the project, which not necessarily is reflected directly in increasing labour market performance levels of the beneficiaries. On the other hand, there could also be direct effects on the labour market performance levels, e.g. by exchanging beneficiaries and hereby improving their chances for employment due to additional experience and qualification.

Dez. 2004, Berlin The projects were also asked to give some examples and statements on the influence of and inputs made by the partners. The answers can be structured as follows: a.) the main influence was on management and staff performances as there are new and different ways of comparing one's own work, and of sharing and reflecting experiences. b.) of new ways of structured evaluation because the transnational work itself was evaluated as well as c.) the developing of a broader context for the local project because the transnational work forced the projects to do so

Dez. 2004, Berlin Factors needed for success: the pre-existing experience in co-operation. the establishment of partnership is requiring time and human resources. therefore pre-existing experiences with national partners could contribute to diminish the actual learning costs and are important in strengthening the actual co-operation.
