Problem of Housing Integration?  The central problem of social integration arises primarily in terms of the lower income groups  living space per person: +Austrian citizens: 50m² +Migrants East/ Southeast: 31m² +other migration background: 36m² Czasny K. (2009)  Individual and structural discrimination lead to a cumulative disadvantage of households with a migrant background

Migration and Housing Some important Facts – General Framework  1/2 of the Austrian Households are house owners, approx. 11% are owners of residential apartments, only 1/3 live in rental apartments – in contrast:  2/3 up to 3/4 of all households from former Yu, Turkey and new EU-Member states are tenants – even if they are Austrian citizens!  Migrants have to rely strongly on the private housing market   less m2 per person, inferior facilities,  Relation of income, family size, access to labor market, etc. with housing situation Integrationsstelle OÖ

From integration policies to diversity policy  To start with: immigrants are not seen as a target group of social policies but as citizens of their city  Understanding that urban society is characterized by the multi-ethnic background of the inevitably increasing part of its residents  the existing diversity in the city is seen as a huge cultural and economic resource  Cities themselves are required as a polity and as an administration to adapt to the transformation in the city and change for the better.

Conclusion:  The question of integration in the housing market is no ethnical or cultural question, it is a legal and a social one!  What does it need: -affordable housing, social housing -efficiency of floor plans, divisible, taking into account new family situations -equal access to all segments of the housing market - better anti discrimination legislation -effective rental legislation: constrain time limitation of contracts, create effective maximum limits for rents -special housing allowances and social assistance for hardship cases -community work, communication and mediation -more money for social projects

Einbeziehen statt Einordnen

MA 50 – Referat für Wohnbauforschung und internationale Beziehungen Wohnbauförderung Die Wohnbauförderung besteht überwiegend aus niedrigverzinsten Darlehen (1%), die an Bauträger vergeben werden und die innerhalb von 35 Jahren zurückbezahlt werden müssen. Die Förderungen sind an die Erfüllung der Qualitätsvorgaben des 4-Säulenmodells geknüpft (Soziale Nachhaltigket, Ökologie, Ökonomie und Architekturqualität) Voraussetzung für die Wohnbauförderung ist die Einhaltung von Förderrichtlinien, insbesondere von Mietzinsobergrenzen (max. 4,28€ netto kalt, ohne Nebenkosten) Je nach Projekt können bis zu 35% der Errichtungskosten eines Wohnbaus öffentlich gefördert werden.
