How:  by allowing scientist to go to a laboratory in another COST country to learn a new technique or to make measurements using instruments and/or methods not available in their own laboratory. Means:  Average contribution for a mission will not normally exceed EURO 2,000

Chemical, microphysical, and dynamical processes not well understood. This was realized by the MC of Action 712 in 2000.  Recommendation to create an Action „UTLS“

Circulation of a first draft of the Memorandum of Understanding and its Technical Annex (MoU and TA). 2001-03-08 First expert meeting to refine the MoU and TA in Bremen. 2001-03-24 Submission of draft MoU and TA to the TC Meteorology.

Critically assess the weak links in our measurement capabilities, help to identify new techniques and platforms to strengthen them. Improve the use of satellite data by the EO community, help to assess new sensors. Evaluate measurement campaigns and help plan and promote new campaigns. Examples: Improved radiosonde calibration techniques, RT modeling efforts for improved satellite data usage.

Develop and publish assimilation algorithms. Compute assimilated dataset and make it available. Quality control of observations and models. Analyze benefits of combining nadir and limb sounder information. Preliminary studies towards assimilation of instrument radiances from research satellites.
