Hiemcke 3 Mandate of the EG GIS Elbe Right in time coordination for the tasks concerning the implementation of the EU Water Frame Directive in the Elbe river basin district for objectives of cartography and GIS (Geographic Information Systems) and harmonization of the mandatory conditions of data requirements. It is possible to include on request national institutions and experts of the involved member states or candidate countries within the scope of their competence. The implementation of this mandate should consider particularly the following items:  the guidelines of the EU (for example guidance documents),  the basics already developed on national level and  orders and guidelines of the Working Group WFD / Elbe.

Hiemcke 5 Data base and GIS-layers of the international overview map of the RBD Elbe Up to now use of the data layers of the IKSE general map from the german Bundesanstalt für Gewässerkunde (BfG) and the czech Institute of Hydrometeorology (CHMU) Data updating in 2003: in Germany selected rivers and catchment areas from the DLM1000W (= EuroGlobalMap densified with rivers > 10 km² catchment area resp. lakes > 0,5 km² area) The use of the international harmonized EuroGlobalMap is intended.

7 R.M. Hiemcke 7 GIS layers, data model and maps The GIS layers, the data model and the maps should be used for reporting purposes according to the guidelines of the Guidance document. (The results of the Guidance document are currently in the process of implementation into the german „LAWA-Arbeitshilfe“ (national guidance document) and will be partly extended.) The reporting structure shall be elaborated originating in the maps and layers of the Guidance document for a superordinated part concerning the whole RBD of Elbe and a subordinated part for the various coordination areas. At the first consultation of the EG GIS Elbe on 3rd and 4th of December 2002 in Magdeburg the following recommendations for the Working Group AG WFD Elbe have been elaborated:

8 R.M. Hiemcke 8 Data distribution A solution as sustainable and versatile as possible is intended for the reporting data. This concerns not only to the characterisation but also to the management plans of the river basins. The national data layers of Germany will be located centrally on a server at the Bundesanstalt für Gewässerkunde (BfG) according to a agreement of the LAWA (german federal states working pool on water issues). They also will be visualized by simple map layout procedures. It will be tested, if such a solution could also be suitable for international reports in the RBD Elbe and therefore could be recommended to the Working Group AG WFD. Possible alternatives will be checked out.

Hiemcke 11 Mandat der EG GIS Elbe Zeitgerechte Koordinierung der sich aus der Umsetzung der EU- Wasserrahmenrichtlinie ergebenden Aufgaben im Einzugsgebiet der Elbe im Bereich der Kartographie – GIS (Geographische Informationssysteme) und Abstimmung der dafür notwendigen datentechnischen Voraussetzungen. Dabei sind bei Bedarf nationale Institutionen und Experten der beteiligten Länder im Rahmen ihrer Zuständigkeiten einzubeziehen. Bei der Umsetzung dieses Mandats sind insbesondere zu berücksichtigen:  die Vorgaben der EU (zum Beispiel guidance documents),  die auf nationaler Ebene bereits erarbeiteten Grundlagen und  Aufträge und Vorgaben der Arbeitsgruppe WFD / Elbe.

Hiemcke 13 Datengrundlagen der internationalen Übersichtskarte der FGE Elbe Bisher Nutzung von Daten der IKSE-Grundkarte von der Bundesanstalt für Gewässerkunde (BfG) und dem tschechischen Hydrometeorologischen Institut (CHMU) Datenaktualisierung in 2003: in Deutschland ausgewählte Fließgewässer und Einzugsgebietsgrenzen aus dem DLM1000W (= EuroGlobalMap verdichtet mit Fließgewässern > 10 km² EZG bzw. Seen mit Wasserfläche > 0,5 km²) Die Verwendung der grenzübergreifend harmonisierten EuroGlobalMap wird angestrebt.

Hiemcke 15 GIS-Layer, Datenmodell und Karten Die GIS-Layer, das Datenmodell und die Karten sollen entsprechend den Ausführungen des Guidance Documents für die Berichterstattung verwendet werden. (Die Ergebnisse des Guidance Documents werden z.Zt. in die LAWA- Arbeitshilfe eingearbeitet und z.T. weiter ausdifferenziert.) Ausgehend von den Karten und Layern des Guidance Documents soll eine Berichtsgliederung in einen übergeordneten Teil (für das gesamte Elbe-EZG) bzw. in einen nachgeordneten Teil (für die einzelnen Koordinierungsräume) erarbeitet werden. Auf der 1. Beratung der EG GIS Elbe am 03./04.12.02 in Magdeburg wurden die folgenden Empfehlungen für die AG WFD Elbe formuliert:

16 R.M. Hiemcke 16 Datenverteilung Für die Daten des Berichtswesens wird eine möglichst nachhaltige und vielseitig nutzbare Lösung angestrebt. Dies betrifft über die Bestandsaufnahme hinaus auch die Maßnahmenplanung und den Bewirtschaftungsplan. Die nationalen deutschen Daten werden im Rahmen einer LAWA- Übereinkunft zentral auf einem Server der Bundesanstalt für Gewässerkunde (BfG) eingestellt und über einfache Kartenlayouts visualisiert. Es wird geprüft, ob eine solche Lösung auch für die internationale Berichterstattung im Einzugsgebiet der Elbe denkbar wäre und empfohlen werden kann. Hierbei werden auch mögliche Alternativen geprüft.
