7 Direkte Demokratie In der unmittelbaren bzw. direkten Demokratie nimmt das Volk unmittelbar und unvertretbar durch Abstimmungen über Sachfragen am Staatsgeschehen teil. Das ausgeprägteste direktdemokratische System besteht in der Schweiz. Dort hat das Volk auf allen Ebenen direktdemokratische Mitspracherechte, die teils jedoch auch schon als gehandicapt betrachtet wurden.unvertretbarSchweiz In weiten Teilen der 68er- und Alternativbewegungen war statt direkter Demokratie der BegriffBasisdemokratie üblich. Direkte Demokratie oder zumindest die Einführung von mehr plebiszitären Elementen auf Bundes- und Landesebene galten als erklärte Ziele.AlternativbewegungenBasisdemokratie Repräsentative Demokratie In der Repräsentativen Demokratie sind Repräsentanten des Volkes für eine begrenzte Zeit zur Machtausübung autorisiert. Nach Ablauf dieser Periode muss über die Zusammensetzung der Volksvertretung durch Wahl neu entschieden werden. Die Periode beträgt üblicherweise mehrere Jahre. In vielen Staaten hat sich ein Zeitraum von 4 bis 8 Jahren eingebürgert. Repräsentiert wird das Volk nicht nur in den gesetzgebenden Organen (Parlament, Rat) sondern auch in den gesetzesausführenden Organen (Regierung, Verwaltung). Letztere werden gelegentlich nicht vom Volk direkt gewählt, sondern indirekt über Volksvertreter. VolksvertretungVolksvertreter Bei Wahlen als politischer Beteiligungsform geht die Staatsgewalt insoweit vom Volke aus, als dieses die Repräsentanten wählt (Personen oder Parteien), die die politischen Entscheidungen für die Zeit der nächsten Wahlperiode treffen. Beim reinen Verhältniswahlrecht kann der Wähler eine Partei benennen, die seinen politischen Vorstellungen am nächsten kommt. Im Parlament sind die Parteien dann mit der Stärke vertreten, die ihrem Stimmenanteil entspricht.
