Markt Policy-makers= erfolgreich, wenn Wiederwahl u. Machtausbau; strategischer Ressourcengebrauch („Koste es, was es wolle.“)

Verfügbarkeit v. Ressourcen Beamte = Wohlwollen ihrer Klientel Regierungen sind ein schlechtes Medium für rationale Entscheidungen, Märkte sind vorzuziehen.
