4 Basic Features of German Democracy
The German president does not have executive power. The chancellor, head of the executive branch, is not directly elected by the people. Contrast to France or the US The Bundestag, the lower house of parliament, elects the chancellor. Result: “Gridlock” is rare; chancellor almost always commands a majority for legislation.

5 Basic Features of German Democracy
The Bundestag is elected directly by the people; the number of seats of a given party is roughly proport- ional to its share of the popular vote. Exception: 5%-hurdle Apparently, the German constitution favors a multi- party system Absolute majorities are rare Chancellors usually only govern through contractual coalitions of two or more parties. Result: legislative majorities are rarely ad hoc.
