3 Definition […] human rights education shall be defined as training, dissemination and information efforts aimed at the building of a universal culture of human rights through the imparting of knowledge and skills and the moulding of attitudes and directed to:

4 Definition of HRE The strengthening of respect for human rights and fundamental freedoms; The full development of respect for human rights and fundamental freedoms; The promotion of understanding, tolerance, gender equality and friendship among all nations, indigenous peoples and racial, national, ethnic, religious and linguistic groups; The enabling of all persons to participate effectively in a free society The furtherance of the activities of the United Nations for the maintenance of peace.

5 Objectives of human rights education
To reinforce the knowledge of human rights and mechanisms for the protection of these rights (as ensured by international, national and regional law); To develop a capacity to apply human rights standards in daily life; To cultivate values and attitudes supportive of human rights

6 Ursprung der Dekade Juni 1993: VN-Weltkonferenz über Menschenrechte in Wien Dezember 1993: Einrichtung des Hohen Kommissars der Vereinten Nationen für Menschenrechte 23. Dezember 1994: VN Generalversammlung proklamiert Dekade für Menschenrechtsbildung

7 Ziele der Dekade (a) The assessment of needs and the formulation of effective strategies for the furtherance of human rights education at all school levels, in vocational training and formal as well as non-formal learning; (b) The building and strengthening of programmes and capacities for human rights education at the international, regional, national and local levels; (c) The coordinated development of human rights education materials;

8 Ziele der Dekade (d) The strengthening of the role and capacity of the mass media in the furtherance of human rights education; (e) The global dissemination of the Universal Declaration of Human Rights in the maximum possible number of languages and in other forms appropriate for various levels of literacy and for the disabled.

9 Erfolge Qualität der Menschenrechtsbildung hat sich verbessert: Vielfalt an Erziehungsmaterialen, TrainerInnen, u.s.w. ein Vielfalt von Programmen zu Menschenrechten (Schulen, Universitäten, Jugendarbeit, MenschenrechtsverteidigerInnen) nationale Koordination in vielen Ländern Menschenrechtsbildung hat sich zu einer eigenen Diziplin entwickelt weltweites Netzwerk von “human rights educators”

10 Defizite Menschenrechtsbildung erreicht die Massenmedien nicht (auβer über das Internet) fehlende Koordination mangelnde Ressourcen

11 Herausforderungen überladenes Curriculum in Schulen
die Entwicklung einer kohärenten Politik und von Bildungzielen zur Menschenrechtsbildung ablehnendes Umfeld Legitimierung der Disziplin (es fehlen Studien, die beweisen, dass Menschenrechtsbildung Wirkungen erzielen)
