Als junge, dynamische und integrative Stadt kann sie diesen Status behaupten und besitzt dadurch ausreichend Flexibilität, um sich fortlaufend und nachhaltig demografischen und wirtschaftlichen Änderungen anzupassen. Um dies zu gewährleisten erbringt X ein hohes Maß an freiwilligen Leistungen für BürgerInnen und Unternehmen und stärkt dabei insbesondere den Dienstleistungssektor. Gleichzeitig fördert die Stadtverwaltung X aktiv das Engagement und die Eigenverantwortung von BürgerInnen und Unternehmen. Durch Koope- rationen in Netzwerken, bestehend aus Unternehmen, Verbänden, Ver- waltung, Politik und BürgerInnen wird die Stadt gemeinsam gestaltet. Die Stadtverwaltung X sieht sich selbst und wird von Interessensgruppen als bürgerfreundlicher und kundenorientierter Gewährleister gesehen, der die zur Verfügung stehenden Ressourcen wirtschaftlich zielgerichtet einsetzt und so auch langfristig Gestaltungsspielräume zur Sicherung des Gemeinwohls eröffnet.
