Nicht-rationale Modelle: z.B. Charles Lindblom, The Science of Muddling Through, Public Administration Review, 1959 Rationale Modelle sind unrealistisch! Auf komplexe Probleme können rationale Modelle einfach nicht angewandt werden. Nur Theoretikerinnen können mit rationalen Modellen arbeiten, nicht aber Praktikerinnen! Learning instead of knowing (Donald Schön, The Reflective Practitioner (New York, Basic Books, 1983); Donald Schön, Beyond the Stable State: Public and Private Learning in a Changing Society (Harmondsworth: Penguin Books, 1973)). Policy conflicts are about meaning rather than evidence (Dvora Yanow, How Does a Policy Mean? (Washington DC: Georgetown University Press, 1996))
