4 1 The Context European safety-campaign in the field of agriculture (SLIC) Germany: Promotion of safety-awareness and understanding of health in the vocational education in agriculture Why? More than 20 % of the trainees meet with an accident at work every year. This rate is almost 3 times higher than for regular workers in agriculture.

5 2 The Activities (1) Control and expert advice of 50 % of enterprises with in- firm training based on standardised records (627 enterprises) (2) Practical driving training for trainees (3) Regulars’ table to give expert advice to instructors (4) Advanced training for teachers of vocational schools

6 3 The Idea (1) Why an advanced training for teachers of vocational schools is necessary? Questions (1) Are there deficiencies in teaching OSH? (2) Is OSH a part of the contents of teaching? (3) How is the situation of OSH at vocational school? Responses: (1) Teachers have an antiquated OSH-knowledge and -understanding. (2) Curricula include OSH non-systematic and mostly absent-minded. (3) No up-to-date teaching materials are available.

7 3 The Idea (2) Opinions: (1) Even teachers wish to have more expertise in teaching OSH. (2) Teachers have realised necessarily that trainees need technical and vocational OSH-skills, because they bear heavy responsibility: - for the undisturbed operation - for the quality of products - for the valuable machines - for last but not least their own health and safety. (3) Ministry of education and ministry of agriculture support a project to improve the integration of OSH into vocational education.

3 The Idea (3) Intentions: (1) Generation of lectures for advanced OSH-training of teachers. (2) Documentation of lectures to a manual to get lasting effects.

9 4 The Project Formation of a group of 6 OSH experts from:
inspectorate division (engineer) medical division (physician) ministry of labour (chemist) statutory accident insurance (physicist, agriculturist). Generation of topics, preparation of lectures. Termination of lectures in annual training schedule. Carry out the lectures and workshops.

10 5 The Results (1) The 9 lectures worked out and given between 1999 and 2000: 1) An overall view to European and German OSH- law and OSH-system 2) Legal protection of young persons and of expectant and nursing mothers; working time 3) Problems of livestock husbandry 4) Problems of using machines 5) Use of hazardous chemical agents in agriculture 6) Typical health risks and diseases in agriculture and ways of prevention 7) Safe work in workshops 8) Construction work in agriculture 9) Use of personal protective equipment.

Beim Umgang mit Bullen ist besondere Vorsicht geboten. Das betrifft besonders das Betreten von Bullenboxen und Weiden mit freilaufenden Bullen. Sicherungsmaßnahmen: - Tiere sicher festsetzen (vor Betreten v. Bullenboxen) - Fluchtmöglichkeiten vorsehen - Anwesenheit weiterer Personen zur Hilfeleistung - Einfanghilfen (Weide) verwenden Nasenring (Zuchtbullen ab Alter von 12 Monaten) Bullen mit Leitstange am Nasenring und einem am Halfter befestigten Leitstrick führen Beim Führen in Kopfhöhe der Tiere gehen Leitvorrichtungen so halten, dass sie im Gefahrfall sofort losgelassen werden können LBG Berlin 3 Tierhaltung Folie 6

19 6 The Conclusions 1) Urgent needs for systematisation of OSH in curricula (red thread and branch related OSH-manual). (2) Curricula have to revise with regard to OSH and have to supplement by approved OSH-materials. (3) Occupational practice has to be the standard for OSH-lectures at vocational school. (4) Open the schools for OSH-experts from practice and organise field trips to well-worked farms or firms. (5) Implement the truth that OSH is a factor of productivity into vocational education and public conscience. (6) Educate OSH-skills as soon as possible.
