We have a lot of examples of projects supported by the EMFF with positive effects on Energy efficiency etc. But the question is: who receives the money at the end? Das Skysail ist vielleicht kein so gutes Beispiel, weil es sich nicht bewährt hat und wenn überhaupt, dann nur kurz im Einsatz war. Aber vielleicht ist das ja gerade deshalb ein gutes Beispiel… The question is: which are the aims of the funding and are they efficient? - Fände ich besser, denn wer das Geld bekommt ist doch eigentlich unwichtig. Man müsste an dieser Stelle eigentlich fragen, welches die Ziele sind und ob die wirklich konkret adressiert werden. Ich fände an dieser Stelle einen Nachweis gut, dass die SSF eine Förderung gut gebrauchen könnte. Für die deutsche SSF könntest Du gut die ökonomischen Indikatoren und ihre Trends für SSF und LSF gegenüberstellen. Idealerweise noch die Quotenentwicklung von Hering und Dorsch, vielleicht auch die Zahl der Fahrzeuge und Fischer (müsste alles aus dem AER hervorgehen). Das wäre meiner Meinung nach eine gute Grundlage, um zu sagen, dass SSF noch eine nennenswerte Bedeutung hat (die Du ja dann im Folgenden vertiefst). Meiner Ansicht nach kann die SSF unter dem genannten Aspekt nur mit der höheren Selektivität und geringeren Beifängen punkten (Seevögel mal ausgenommen…). Da könnte Dir vielleicht Kay kurzfristig ein passendes Diagramm zur Verfügung stellen. Oder, wenns nicht anders geht, vielleicht Daniel. 6 How financial support may help the small scale fishing fleet
The fishing sector (incl. SSCF) receives support for technical equipment => but this may not address the main problems for keeping companies in business or achieve new entries (e.g. lack of access to quotas) Infrastructure, auxiliary industries and marketing possibilities for higher prices seem more crucial => this is probably not sufficiently supported now for SSCF In agriculture farmer employing methods with fewer negative/direct positive external effects are receiving payments for (ecological) services => there is no similar program in fisheries We need specific measures for the SSCF as individual companies are too small, cannot generate enough value added => but there is good reason to keep the segment Beim ersten Punkt („address“ statt „addressing“) wäre ich etwas spezifischer: support of equipment wäre angebracht, wenn technische Maßnahmen von Managementseite her gewünscht sind, aber dem SSF-Fischer unverhältnismäßig hohe Kosten aufbürden würde. Das „Therefore“ im letzten Punkt finde ich nicht so ganz stringent, jedenfalls leitet sich das nicht direkt aus den Punkten davor ab. Meiner Ansicht nach ist doch die Argumentation eher folgendermaßen: man will SSF wegen Tourismus und Landeskultur erhalten, vielleicht auch wegen prinzipiell nachhaltiger Fischerei (wenig Beifang). Die SSF-Fischer generieren aber offenbar nicht genug Mehrwert für ihren Fang und stehen deshalb wirtschaftlich schlecht da. Um diesen Mehrwert zu generieren, sind die SSF-Fischer allein zu klein. Da bräuchte es konzertierter Maßnahmen in größerem Stil. Tallinn,

Clearer objectives what shall be achieved are necessary (e.g. specifically support the SSCF) Further support for less energy intensive, more sustainable fishing practices seems necessary It is necessary to elaborate similar programs as agri-environmental schemes for SSCF Infrastructure for technical support and regional/local direct marketing of the fish will be essential to preserve the SSCF Administrative hurdles must be lowered for comparably small projects Tallinn,
