3 Gegenstand der MSRL-Bewertung
11 Deskriptoren (Richtlinie, Anhang 1) 17 Merkmals- und 18 Belastungsgruppen (Richtlinie, Anhang 3) Davon erhofft man sich nicht nur eine Erhöhung der Qualität der Daten, sondern auch eine bessere wirtschaftliche Verwertbarkeit und neue Chancen für Innovation und Wachstum. Der monetäre Nutzen eines integrierten Netzwerkes gegenüber dem Status Quo wird mit 300 Mio. Euro jährlich beziffert. Dies ist ein erhebliches Potenzial angesichts der geschätzten derzeitigen Ausgaben von 1 Mrd. Euro pro Jahr in allen Mitgliedstaaten. 29 Kriterien, 56 Indikatoren (Beschluss der Kommission vom )

D 1: Die biologische Vielfalt wird erhalten. D 2: Vorkommen von nicht einheimischen Arten in nicht abträglichen Umfang. D 3: Sicherer Bestand kommerziell befischter Fisch- und Schalentierbestände. D 4: Bestandteile der Nahrungsnetze weisen normale Häufigkeit und Vielfalt auf. D 5: Eutrophierung ist auf ein Minimum reduziert. D 6: Keine nachteiligen Auswirkungen auf den Meeresgrund. D 7: Keine nachteilige Auswirkung durch Veränderungen hydrografischer Bedingungen. D 8: Aus Schadstoffen ergibt sich keine Verschmutzungswirkung. D 9: Schadstoffe in Fischen überschreiten nicht die festgelegten Konzentrationen. D 10: Keine schädlichen Auswirkungen durch Abfälle. D 11: Keine nachteilige Auswirkung durch Energie/ Unterwasserlärm.

9 Sachstand MSRL-Reporting
Übergabe der Papierberichte (PDF) zu Art. 8, 9 & 10 durch die BfG an die KOM (Reportnet) Reporting Sheets Art. 8, 9 & 10 26 Excel-Templates wurden vom Consultant der EU zu 6 XML-Schemata aggregiert. Daraus hat die BfG ca. 230 Web-Formulare im WasserBLIcK für Ende Mai zur Befüllung bereitgestellt. Probem: Änderung vieler Berichts- schemata durch die KOM bis zum 20. Juli 2012, also über 7 Wochen nach dem vereinbarten Endtermin.

10 Aufwandsabschätzung fürs MSRL-Reporting
Anfangsbewertung nach Artikel 8, 9 & 10 26 Excel Reporting Sheets, aggregiert zu 6 XML-Schemata bis 15. Oktober 2012: min. 300 Texte und 5500 Datenfelder bis 15. April 2013: min Texte und 1800 Datenfelder INSPIRE-konforme Bereitstellung der Daten nach Artikel 19(3) Daten und Informationen, die aus der Anfangsbewertung resultieren (Daten, Metadaten und GIS-Karten) Umsetzung zum 15. Januar 2013 durch 5 Quick wins

Quick win 1: Overview to allow prioritisation and identification of data used in initial assessments. 14 Quick win 2: Nutrients, chlorophyll and dissolved oxygen
MS data on nutrients, chlorophyll and dissolved oxygen need to be made available (reported) to EMODnet (?)using prescribed metadata standards and data standards. The standards should be INSPIRE compliant but more details may be required depending on decisions made on the EMODnet tenders in 2012. Data need to be labelled as reported under the MSFD in the metadata. This activity could be supported by the EMODnet project. EMODnet will be requested to provide spatial and/or gridded datasets or products of the reported information, covering all MS waters in the four regions. Quick win 2: Nutrients, chlorophyll and dissolved oxygen

15 Quick win 3: Developing maps of human activeties and expanding on chemical parameters
EMODnet projects on human activities and chemical parameters relevant for work under ESA and descriptors 5, 8 and 9. Provide guidance on the most suitable parameters to map and will also be asked to support this project by providing metadata and data to the projects on the location, nature, and intensity of these activities.

16 Quick win 4: Streamlining of different reporting streams related to marine species and habitats
Distribution data (gridded) for species and habitats under the Habitats Directive; Distribution (point) and extent (polygon) data for listed habitat types under the regional sea conventions; Distribution, abundance, biomass and size class data for species (commercial fish and by-catch) under the Data Collection Framework; Extent data (full coverage gridded maps) for EUNIS habitat types, based on predictive modelling, and aggregated into the MSFD predominant habitat classes, from recent and ongoing research projects (the EMODnet EUSeaMap project and Interreg MESH Atlantic project).
