1 German and the New Junior Certificate- Challenges and Opportunities
GDI November 2013 John Bean

2 Challenges Understanding what is going to change.
What will change for teachers? What will change for learners? The place of German in the new JC. Dropping of NUI language requirement.

3 Changes The JC languages syllabi are being revised. Due for implementation in 1st year 2015. JC Languages will be examined at one level. Teachers will assess their own learners. Short courses will displace some subjects. Mandarin may displace German?

4 The Research J.C education has three distinct phases.
1st year – settling in 3rd year – the exam 2nd year – engage or disengage

5 Learner Engagement Better literacy and numeracy outcomes
A strong profile for key skills. Students making a greater connection with learning. Improving the quality of learning that takes place.

6 Curriculum Subjects will continue to play an important role in junior cycle and short courses will also be available. Schools can develop some courses of their own. Curriculum specifications will be less detailed than currently. Teachers will have the scope to ensure deeper learning, to focus on key skills, and to support and monitor student progress.

7 Learning What a student will learn is described in 24 statements of
The skills of literacy and numeracy and six other key skills feature strongly in the areas of learning and the curriculum

8 8 key skills Literacy Numeracy Managing myself Staying well
Being creative Communicating Working with others Managing information and thinking

9 Communicating Listening and expressing myself Using language
Using number Discussing and debating Communicating my learning Using ICT to confidently communicate

10 Opportunities Confucius Goethe

11 How do the 24 statements apply to languages?
1. Communicates effectively using a variety of means in a range of contexts in L1 2. Listens, speaks, reads and writes in L2 and one other language (L3) at a level of proficiency that is appropriate to her or his ability. 3. Creates, appreciates and critically interprets texts. 16. Describes, illustrates, interprets, predicts and explains patterns and relationships.

12 National Languages Strategy (RIA 2011)
That we adopt the Common European Framework of Reference and the European Language Portfolio. That proficiency in a third language be made a universal requirement in order to integrate plurilingualism into the curriculum. Diversification should not be at the expense of, but an enhancement to, existing languages. The EU is committed to the Barcelona objective that all citizens should be able to communicate in their mother tongue plus two languages.

13 A level of personal proficiency
The Threshold level The level a learner needs in order to cross the threshold into the target language community and live there temporarily as an independent social agent (Jan van EK ‘75)

14 Common European Framework of Reference for Languages
A1 Breakthrough A2 Waystage B1 Threshold B2 Vantage C1 Effective Operational Proficiency C2 Mastery Across five skills – listening, reading, spoken interaction, spoken production and writing

15 CEF A2 Waystage 200 – 225 hours B1 Threshold 400 hours
J.C. 4 periods (2x40’ + 2x35’) 75 hrs x3 = 225 hrs S.C. 5 periods 92.5 x2 = 185 hrs Total 410 hrs

16 What standard are our exams?
Probably A2 and B1 But we can’t say for certain. They have not been calibrated against the CEF. We need to calibrate our exams against the CEF and set JC at A2 level.

17 Barcelona Objective 2006 Able to hold a conversation in one language other than their mother tongue 56% (EU) Don’t know any other language than mother tongue (IRL) 64%

18 Second languages in EU (European Commission 2006)
EU Converse IRL LC ‘10 Eng 41% Gae 9% Gae 92% Fr 19% Fr 20% Fr 50% Ger 10% Ger 7% Ger 13.5% Germany France UK Eng 55% Eng 36% Fre 23% Fr 15% Spa 13% Ger 9% Ger 9% Ger 8% Spa 8%

19 So what is holding us back?
The exam and our modes of assessment. Much of the assessment we do involves translation. This dictates classroom practice.

20 Translation Element JC Ex. Oral Listening 35% 44% Reading 25% 32%
Writing 20% 25% Oral 20% General Qs 30m Role Plays 50m

21 A Different Exam A1 Lies bitte die Anzeigen aus der Zeitung. Zu jedem Text gibt es drei Fragen. Anzeige 1 Hallo Leute! 26 Use of TL during listening comprehension
Differentiate between improving listening skills and practicing for the exam.

30 What effect would it have on what happens in the classroom?
We could speak German all the time. A great deal of English is spoken in the language classroom (including Irish). There is little spontaneous TL use.

31 Wellbeing The curriculum contributes directly to the physical, mental and social wellbeing of students. How we are as adults can contribute positively or negatively to the wellbeing of the children. If learners withdraw their co-operation in a language class, it is very difficult for them to make progress and practically impossible for them to make up for lost ground.

32 Classroom Environment
Can the learner take risks? Is it ok to make a mistake? Are learners respectful of each other? How is error dealt with by the teacher?

33 Assessment Assessment will be a feature of classroom practice over the three years of junior cycle. Students will be more responsible than currently for generating, gathering and presenting evidence of their learning. Teachers will provide feedback to students on that evidence and will report on student progress. “Unless the examination changes, nothing else will...” NCCA JC Framework

37 So why a New Junior Certificate?
To improve literacy skills To improve numeracy skills To increase learner engagement To teach learners how to learn

38 History of change in languages
Grammar-Translation Audio-visual Communicative (1985) 1992 revision (more explicit testing of grammar)

39 Behavioural v. Grammatical
Communicative functions (introducing, leave-taking, persuading, apologising etc.) and the notions (meanings) needed to fulfill the functions. Low levels of written proficiency relative to the other skills.

40 Review of Languages in Post-Primary Education NCCA 2005
Pupils who have a sense of pattern in language must be exposed from the early stages to some systemic grammar teaching (DES 1992)

41 An Integrated approach to language in the curriculum
This was the central recommendation of the Board of Studies for Languages in 1987, but it seems to have been ignored without serious discussion. (David Little 2003)

42 English/ Gaeilge as L1 A coherent language policy
Talking about language Thinking about language A language to talk about grammar Teaching grammar / Language Awareness

43 Grammar and language awareness
Teaching grammar in context Awareness of system, pattern and contrast Ich esse Pommes Ich habe Pommes gegessen

47 Engaging activities- language awareness (Themen 1993 Hueber)

50 Presenting to classmates
Ich und meine Familie The aim is that the learners prepare a power point presentation for classmates

51 Assigning the task before giving the input
Write a review of a film Often, when we are giving learners what we know they need to carry out a task, they don’t yet realise that they need it.

52 Learner Autonomy Who owns the knowledge?
What do we have to be able to do? What knowledge do we need to be able to do it? Where will we get the information? How will we know we have achieved our aims? What will we do differently the next time?

53 Using what’s on-line Hobbys und Freizeit Index.htm

54 Promoting Oral Competency
We need to assess oral proficiency An Oral component for JC GDI, FTA and other language associations work with teacher unions to ensure it happens.

55 Challenges The JC languages syllabi are being revised. Due for implementation in 1st year 2015. JC Languages will be examined at one level. Teachers will assess their own learners. Short courses will displace some subjects. Mandarin may displace German?

56 Will change happen? One of the most consistent and universal ironies of the change process in education, is, that change can happen, but the student experience can remain largely the same. Educational change is one of those processes which has a habit of resetting itself back to how things have always been done.

57 Opportunities We could make the experience of the German language classroom engaging, exciting and motivating. We need to find a way of teaching and assessing languages that is not translation. We need to calibrate our exams against the CEF and set JC at A2 level. We need to seize this change as a great opportunity to do something radical.
